Proposal for Federation
We’re excited to share that we are currently consulting on a proposal to form a new, larger Federation, bringing together the London Community Education Federation, the North Westminster Federation, and Oxford Gardens Primary School from January 2026.
This proposal builds on the strong partnerships and shared work already taking place across our schools and settings. Over the past few years, we’ve collaborated on key priorities, supported one another’s growth, and seen first-hand how working together can benefit children, families, and staff. Formalising this partnership through federation feels like the next natural step in our journey.
What is a Federation?
A federation is when two or more schools remain legally separate but are governed by one shared Governing Board. This means that while each school keeps its own unique identity, community, and budget, they are all supported by one leadership and governance team working strategically across the group.
This model allows us to build on the strengths of every school, ensuring that all our children benefit from the very best ideas, expertise, and opportunities.
Why we believe this will benefit our children and communities:
Forming a federation will allow us to work more closely together for the benefit of every pupil, family, and member of staff. The key advantages include:
Better use of resources and support
Schools will be able to share specialist staff, facilities, and equipment — enriching the learning experience for pupils and offering more professional opportunities for staff.
Stronger leadership and governance
A single Governing Board and Executive Leadership Team will provide clearer strategic direction, ensure high standards, and secure the long-term sustainability of all schools.
Greater financial efficiency
By pooling certain costs, we can make savings that will be reinvested directly into classrooms, resources, and pupil opportunities.
Broader curriculum and enrichment
Our shared expertise across areas such as the arts, STEM, inclusion, and SEND will create a richer, more diverse range of learning and enrichment experiences.
Pupil outcomes
Working together means sharing best practice, aligning teaching and learning, and raising standards for every child.
Stronger staff development and retention
Federation offers new pathways for career progression, leadership development, and collaboration — helping us keep and attract the very best people.
What Federation will not mean:
It’s important to reassure our families and staff about what this change does not involve:
- We will not become one single school or merge.
- Each school will keep its own admissions policy, name, uniform, and identity.
- We will not become an academy or a private organisation.
- We remain accountable to Westminster Council.
- No schools will close or relocate.
- No staff jobs will be lost as a result of federation.
- Our educational ethos and values will continue as before.
What would change after federation?
For children and parents, the day-to-day experience will stay much the same — the same teachers, classrooms, and community feel that families know and value.
The difference will be in how schools are supported and led behind the scenes, with one Governing Board and shared leadership team ensuring that every setting benefits equally from expertise, stability, and opportunity.
